A face mist is a liquid in a spray bottle: rather than being applied by hand or on a cotton pad, it is sprayed over the face from a short distance. It is a format more than a step — the same word covers very light watery formulas and denser sprays carrying serum or oil, and what they leave behind on the skin differs accordingly.
What separates a mist from a toner is when it is used and what it goes on top of. A toner comes straight after cleansing: it goes onto bare skin and prepares it for the layers that follow. A mist can cover that job too, and some formulas are built for it, but the spray format comes into its own later — once skincare is done, and over makeup, which is not something a toner is used for. For sprays intended to work alongside makeup, the directions may name three separate moments: before makeup as a prep, during it to even out the finish, and after it as a setting spray.
Hence the occasions a face spray is chosen for: dry air in an air-conditioned office or an overheated room, a long day out, travel, a workout. The face is refreshed without removing makeup and without touching it, as often as needed. When choosing, what is in the bottle matters most: the lightest watery formulas leave almost nothing behind, while sprays carrying serum or oil — the makers name them that way — show on the skin as a sheen.
